NEW CASTLE PROJECT (CONT'O)

~QggK!fL~!~!Q~
The town of New Castle has received $196,000 for Phase I of the

project from the Oil Shale Trust Fund in 1979 and construction is

currently underway. This Phase includes a new diversion structure, a

sedimentation pond, replacement of part of the transmission line and

improvements to the water treatment plant. The CWCB received an appli-

cation from the town on November 15, 1979 based on a water system

improvement plan completed in October of 1979. The town requested
$250,000 from the CWCB Construction Fund to complete Phase II of the

project. This request was approved by the Board in its May 7, 1980

meeting and added to Senate Bill 67 in the First Report of First

Conference Committee along with six other projects.

These projects,

however, were eliminated in the final conference committee report.

~gQfQ~~Q_fgQ~~f!
Phase II of the project will include a 200,000 gallon storage

tank, an additional portion of the transmission line and various

improvements to the distribution system. The total estimated cost

would be approximately $500,000 with $250,000 coming from the con-

struction fund.

The average water rate in town is currently $6.00 per month with

a tap fee of $400.000. The total project is expected to increase the

monthly use charge to about $15.00 per tap and the tap fee to $1500.00.

g~fQt!t!~'!!Q~!lQ.!!
The residents of New Castle are currently faced with an inadequate

and occasionally poor quality water supply. This project in conjunction

with Phase I will help correct these deficiencies. A reliable water

supply will be most important for this community during the development

of the oil shale in this area.

- 2 -
