BID has a right to store 37,709 AF, but the maximum <br />storage is 36,142 acre-feet at gage height (GH) 30.0. The outlet works is located in the northwest <br />corner of the reservoir in the Outlet Dam, and the reservoir has no service or emergency spillway. <br />The area of the upstream basin is approximately 11.5 square miles. The land occupied by Empire <br />Reservoir is held by various owners (BID, Bureau of Land Management, State Division of Wildlife, <br />and private individuals and groups), but BID holds an easem.ent for the reservoir. BID has several <br />recreation leases for boating and hunting. <br /> <br />The reservoir is currently restricted (since March 1985) to GH 29.0 water surface elevation by the <br />State Engineer's Office (SEO), due to safety concerns resulting from the absence of a spillway. <br />Additionally, the SEO is concerned about the stability of the embankments during flood stage. <br />The SEO has directed BID to design and construct a spillway to provide unrestricted drawdown of <br />flood storage, and to perform a geotechnical evaluation of the embankments for stability during <br />inflow design flood conditions and subsequent water surface drawdown. The SEO has concerns <br />about seepage increases and stability due to the additional head from the storm inflow. <br /> <br />The intent of the proposed project is to provide a spillway and other improvements as required by <br />the SEO, and to increase the normal high waterline to GH 30.0. The project will consist of the <br />construction of a new unregulated 40' wide spillway and outfall channel with a crest elevation at GH <br />30.0, if allowed by the SEO during final design review: The SEO will ultimately determine the safe . <br />storage level through the design review process. The proposed one-foot increase in storage height <br />would result in 2,682 AF of recovered storage. In addition, the project will include 4,400 lineal feet <br />of toe drain at two embankment locations, in the Outlet Dam and the Mcintyre Dam. <br /> <br />Feasibility Studies <br /> <br />Tetra Tech RMC, Inc. of Longmont, has completed the feasibility study in accordance with CWCB <br />guidelines. The study includes an assessment of alternatives to address spillway and dam stability <br />concerns. <br /> <br />Biiou Irriaation District <br /> <br />IRe BID was formed in 1905 by resolution of th"e MorgarrCountY Commissioners and" operates as' - ..- <br />an Irrigation District under the Irrigation District Law of 1905 (C.R.S. 37-41-101 to 160), including <br />amendments in C.R.S. 37-43-101 to 211. The BID office is located in Fort Morgan. The Morgan <br />County Treasurer serves as the ex officio BID Treasurer and collects and distributes taxes and <br />assessments, in the same manner as property taxes are collected. Money is distributed to the BID <br />on a monthly basis. Affairs of the BID are governed by a 5-member Board of Directors, serving 3- <br />year terms, and a Secretary that is appointed. Three Directors are from geographic divisions, and <br />two serve at-large. Division Directors are Donald Neb, President, John Randal Rusch, Vice- <br />President, and Douglas Dill, Director. At-large Directors are Mike Groves and Larry Krening. The <br />Secretary is Kathy Samples. Typically, about 65% of the BID budget comes from tax revenues, <br />25% from boating/recreation leases, and 10% from other sources. BID opens the reservoir to <br />multiple boating clubs that provide a source of revenue in the form of permit fees. Currently, 323 . <br />permits are for sale each year for a fee of $250 each.
