Water Banks <br />A mechanism where water users can announce they have unused supplies that <br />can be leased by other users. <br /> <br />Prioritize and Quantify Recreational and Environmental Needs <br /> <br />SWSI identified that there were significant data gaps in prioritizing and quantifying <br />environmental and recreational needs. The following are issues that would be <br />examined by this TRT; <br /> <br />. Further summarize and characterize and prioritize existing environmentally <br />important areas, including existing areas that are protected by CWCB instream <br />flows, federal reserved water rights, and other federal or state protective <br />designations, using the SWSI report as a foundation. <br /> <br />. Summarize, characterize, and prioritize existing high value recreation areas, <br />including those areas that are protected by RICOs and flow management and <br />minimum water level agreements using the SWSI report as a foundation. <br /> <br />. Summarize and evaluate alternative methods to quantify flow and other alternative <br />solutions to conserve, protect, and restore environmentally sensitive areas. The <br />Nature Conservancy has proposed an "Environmentally Sustainable Water <br />Management" approach and other environmental organizations have proposed a <br />"Conserve, Protect, and Restore" approach. These and other relevant potential <br />methods will be considered. As with the Efficiency and Alternative Agricultural <br />Transfer TRTs, the implementation issues with these alternatives will be explored. <br /> <br />. Examples of alternative methods for meeting environmental needs include; <br /> <br />The development of multipurpose sizing of new storage projects to include a <br />pool for environmental instream flow conditions <br /> <br />Re-operation of existing or proposed water supply facilities to enhance <br />environmental benefits without impacting yield <br /> <br />Allowing for periodic high flows <br /> <br />Acquisition of water rights <br /> <br />Additional instream flow water rights <br /> <br />Instream and terrestrial habitat improvements <br /> <br />. Summarize and evaluate alternative methods to prioritize and quantify flow and <br />other alternative solutions to meeting recreational needs. As with the Efficiency and <br />Alternative Agricultural Transfer TRTs, the implementation issues with these <br />alternatives will be explored. <br /> <br />.
