.

.

.

COM

SWSI Phase 2 Work Plan Outline

. White papers from each TRT will be prepared

. Addendum to SWS] Report; all white papers will be summarized into an
addendum to the SWSI Report

Meeting Locations

The meetings will be located throughout the state along major transportation
corridors 1-25 and ]-70.

Logistics

Meetings will be scheduled during normal business hours from 1 p.m. - 5 p.m. in
public meeting facilities. Meetings will be publicized through e-mails to the SWS]
database and e-mail to relevant stakeholders. Paid notices of the meetings in local
media will not be undertaken.

BRT Interface

The results of the TRTs will be presented to the Basin Roundtables at the end of the
12- to 24-month process.

1177 Interbasin Compact Interface

The activities of SWS] TRTs and the HB 1177 ]nterbasin Compact Legislation will be
closely coordinated to prevent duplication of activities and to be efficient with
resources and be cost effective. It is expected that SWSI TRTs and HB 1177 activities
can occur simultaneously in an efficient and complementary manner. HB 1177
outlines activities for both a 25-member Interbasin Compact (!BC) Committee and
Interbasin Compact Basin Roundtables (]CBRT). Many of HB 1177's preliminary
activities focus on establishing logistics and operating procedures, followed by more
detailed negotiations. Beginning in July 2005. SWS] will be developing additional
technical information that can then be provided to the HB 1177 ]nterbasin Compact
Committee and the ]nterbasin Compact Roundtables. The attached schedule
illustrates how the timeframes of both activities will be complementary of one
another. It is noted that the Compact Committee Charter must be developed no later
than July 2006 and that negotiations between ICBRTs cannot begin until the Charter is
complete.

Technical Roundtables Discussion Items Overview

Each TRT will discuss the following items during the Roundtable meetings. This
section describes the major topics for each TRT. It is noted that the example topics are
grouped because in the SWSI process, water efficiency and agricultural transfer issues
and opportunities were discussed in greater detail during the first phase of SWS] and
less information was developed/ discussed in regard to recreational and
environmental needs.

3

S.IPHASE 2 WORK PLAN\SWSI PHASE 2WORKPLAN OUTLINE 5-12.DOC
