Coughlin & Co., Inc. has served in that capacity <br />since the District's inception. We have provided input for the District's <br />service plan under which it was approved by the Mesa County Commissioners. <br />In the last several years, we have assisted that District in issuing <br />bonds to finance certain public improvements within the District. <br /> <br />Our experience with the District has been extremely favorable in <br />that we find it to be well-managed, both from a development and <br />financial perspective. Extensive efforts have gone into budgeting and <br />tracking costs on an annual basis. We have been able to provide some <br />assistance to the District in this regard. The District's program has <br />progressed as projected at the time bonds were issued, and no financial <br />difficulties have been experienced to date. <br /> <br />Unfortunately, as you are well aware, today's high interest rates <br />and the condition of the bond markets in general preclude this District <br />from raising funds in the manner in which it has done so in the past. <br />Accordingly, we can strongly urge your approval of the District's loan <br />application which they have submitted.
