Call to Order (9:49 - 9:50 a.m.)

A regular meeting of the Colorado Water Conservation Board was held at the Holiday
Inn, Northglenn, 1-25 and I 20th Avenue, Northglenn, Colorado. The meeting was called
to order at 9:49 a,m. on Wednesday, January 20, 1993, by Chairman Martineau. Eight
of the ten voting members were present so there was a quorum (at least six required).
. Present were Harrison, Jackson, Martineau, Lochhead, Sheftel, Eisel, Wright and
Meyering, Absent were Salazar, Smith, Olson, Norton and Simpson. Jennifer Gimbel
of the AGO was present to represent Gale Norton.

lA complete record of the meeting has been made on audio cassette tapes. The
tapes and the associated staff memoranda are the only legal record the meeting.
These written summaries are intended only as an aid to research and a guide to the
tapes. The motions described herein may not necessarily represent a verbatim
transcription. Numbered agenda times are presented in the order that they were
actually considered by the Board.

The tapes, recorded at very slow speed (1.2 cm/sec) on a Sony BM-146 court
recorder, are available for listening at the CWCB during regular office hours.
Arrangements to make copies of the tapes or written transcripts of specific agenda
items may be made at the requestor's expense.

Tape 1, Side 1 covered the period from 9:49 a.m. to 12:30 p.m., Wednesday.
Tape 1, Side 2 covered the period from 1:21 p.m. to 1:44 p.m., Wednesday. Tape 2
covered the period from 1: 44 p. rn. to 5: 15 p. m., Wednesday. Tape 3 covered the
period from 5:15 p.m. to 6:05 p.m., Wednesday, and the period from 9:19 a.m. to
11:48 a.m., Thursday. Tape 4 covered the period from 11:48 a.m. to 4:39 p.m.,
Thursday. Tape 5 covered the period from 4:39 p.m. to 6:12 p.m., Thursday.
