<br />~ <br /> <br /> <br />CWCB staff performs technical reviews on the following types of reports and maps for approval and <br />designation by the Board: <br /> <br />. <br /> <br />. "Flood Insurance Study" (FrS), which is produced by the Federal Emergency Management Agency <br />(FEMA) and used for floodplain management, regulation, and insurance purposes. <br />. "Flood Insurance Rate Map" (FIRM), which is produced by FEMA and used for floodplain <br />management, regulation, and insurance purposes, A FIRM may be published with or without an <br />associated hydrologic and hydraulic report, <br />. "Flood Hazard Boundary Map" (FHBM), which was produced by the Federal Insurance <br />Administration and are used for floodplain management, regulation, and insurance purposes. An <br />FHBM usually depicts approximate floodplain boundaries only, and does not have an <br />accompanying report, Note: For all FHBM designations, the CWCB staff will perform (in-house or <br />by contract with a consultant) hydrologic analyses, <br />. "Floodplain Information Reports", which are produced by local governments, state and federal <br />agencies, special districts, or the private sector, and are used for floodplain management purposes <br />and usually adopted by FEMA for use in Flood Insurance Rate Map revisions. <br />. Various hydrology studies and related floodplain studies (community-wide or site specific) that <br />depict 100-year floodplain information that is useful for floodplain management purposes. <br />. "Floodplain Information" is a generic term used to describe any of the above types of reports and/or <br />maps in the CWCB's "rules and regulations.,:' <br />. ,"Floodplain Resolution" is a formal document prepared by CWCB staff describing the Floodplain <br />Information that is to be designated and approved by the Board. <br /> <br />1) Consent Al!enda Item 2a . <br />Floodplain resolution number: FPR 03-568 <br />Affected communities: Unincorporated portions of Fremont County and the City of Florence. <br />Name of study to be formally acted on: "Letter of Map Revision, Oak Creek, Fremont County, <br />Colorado", dated December 2, 2002, by Federal Emergency Management Agency (FEMA). <br />Studied streams: Oak Creek <br />Technical issues: A letter dated December 2, 2002 from FEMA to Fremont County indicates that the <br />effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FrS) are being revised to show <br />the effects of improved hydrologic and hydraulic modeling that incorporated more detailed topographic <br />information along Oak Creek from approximately 100 feet upstream of the AT&SF railroad bridge <br />crossing upstream approximately 4,300 feet to the Town of Williamsburg corporate boundary. Additional <br />modeling was performed within the Town of Williamsburg along Oak Creek for an additional 3,000 feet <br />. of stream length up to Quincy Street. The flood hazard d:;tta for Williamsburg on the FIRM and FrS is <br />shown for informational purposes only, As a result of the modifications approved by FEMA, 100-year <br />flood elevations for Oak Creek increased in some areas and decreased in others. The revised map panel <br />will be used for all flood insurance policies and renewals issued within the community. <br />Community response: The CWCB staff has been largely involved with the development of the <br />floodplain information for Oak Creek and has met numerous times with the City of Florence, the Corps of <br />Engineers and FEMA during the development and compktion process of the study, The City and the <br />Corps are in agreement with the results of the study and are very supportive of having the new <br />information become designated and approved by the Board. <br />Staff findings: CWCB staff is confident that all new data developed for Oak Creek is in conformance . <br />with the CWCB' s rules and regulations for floodplain designation and approval. <br /> <br />Flood Protection.
