MR. CHILSON:

In another week or so,' I expect to go
into these details but at this time, I
am not in a position to make any report.
I am going to call on Mr. Chilson to do
so. I think he attended the last meeting
of the Upper Colorado River Commission.
Just one word, I expect to consult with
all persons interested in the problems of
the Colorado Ri~er~ I want anybody to feel
free to come to me, give me their suggestions,
and I hope to be able to look at everything
from the standpoint of what is good for all
. of the State of Colorado and act accordiI]g}y':"

"Mr. Dutcher, who was Commissioner at the
time of the last meeting at Gallup, was
unable" to attend and asked me to represent
him.; The principal problem was to view for
the first time the film which was prepared
by Forney Films under contract with the
Commission and which was to be u'sed in an .
educational program.' We saw the film. The
Commission was very satisfied. They thought
an excellent job had been-done and took
action approving the film, subject only to
two minor changes in the script. The only
other action I can recall that the Commission
took was with regard to matters of the Grass
Roots Committee. The Grass Roots Committee
has b8en veryi:aative. They.have. organized
and have done a.lot of work. A progress
report was made. There was one particular
matter that came up for discussion. The
Grass Roots Committee felt that a Washington
representative should be employed by their
organization. However, after consultation.
witp the Senators from'the four Upper Basin
States, it was decided, as I understood it,
that the Grass Roots Committee would comply
with the desire of the Senators and would
not hire a Washington representative for the
proceedings in the Senate. I think they
