However, after consultation. <br />witp the Senators from'the four Upper Basin <br />States, it was decided, as I understood it, <br />that the Grass Roots Committee would comply <br />with the desire of the Senators and would <br />not hire a Washington representative for the <br />proceedings in the Senate.
