<br />Sl1 <br /> <br />I <br /> <br />"Mr. Will made the statement to the Commission <br />that there was no doubt that Colorado had not received <br />equal treatment to the other states in the inclusion <br />of participating projects--if I am making a misstate- <br />ment, Dean, I want you to correct me--and since the <br />Commission had made the plan for the development of <br />the Upper Colorado River, the Reclamation Bureau had <br />submitted further data on the participating projects <br />in Colorado and that we have supporting data from the <br />Bureau now so that we could include, and I think he <br />said should include, projects in Colorado that measured <br />up in feasibility. The participating projects in <br />Wyoming and Utah and New Mexico, and these are my own <br />words now--I am not quoting Mr. Will, do not measure up <br />to the same standard of feasibility as the projects in <br />Colorado. The projects in Utah fall far short of that <br />feasibility standard. I was told by Mr. Debler, an <br />engineer in whom I have great confidence, and this is <br />what Mr. Debler said--that the Utah projects were not <br />feasible, either as to their original construction or as <br />to their operation after they were constructed. I am <br />not throwing any rocks at the Utah projects. I am <br />glad to see them included. I do not like to see one <br />standard used with one state and see a different <br />standard used with respect to the State of Colorado. <br />Colorado has not received equal treatment, and it can <br />be proved, in the pl~n which was submitted last year <br />by the Upper Colorado River Commission. They <br />practically acknowledged that in their meeting here in <br />this room when we met to consider--reconsider the <br />plan--and consider the suggestions which were made by <br />the Governors of the four States interested. The <br />projects which were submitted were selected'by <br />Mr. Dutcher and he presented them. We have a list of <br />them here now. There are reports on them from the <br />Reclamation Bureau. I know it has been said that the <br />participating projects I had furnished had not been <br />surveyed and nothing was known about them. Of course, <br />that is completely erroneous. I got all of the projects <br />from the Reclamation Bureau itself. I got reports on: <br />most of them, and most of the reports were very <br />complete and they showed the extent to which they were <br />feasible. <br /> <br />I <br /> <br />.---. <br />~ <br />
