<br />~'V'V <br /> <br />State of Colo~ado to make whatever', <br />comments the Colorado Water Conserva- <br />tion Board decided were appropriate <br />and I also reservedLthe right on <br />behalf of the Board to oppose the <br />eighteen participating projects if -it <br />so desired.' <br /> <br />I <br /> <br />" <br /> <br />"I hope most earnestly that you have no <br />such desire and that Mr. Dutcher will <br />be spared the embarrassment, if it is <br />an embarrassment, of opposing the <br />proposal which he made to the Upper <br />Basin Board, when they met here, as a <br />solution to the problem before them. <br />I do not want to take up too much of <br />your time but the matter that was <br />before them was referred to them by the <br />Governors of Wyoming, Utah and <br />New Mexico and I was acting as Governor- <br />elect at the time we met at Wyoming. <br />Governor Simms from New Mexico was act- <br />ing through his proxy, Mr. Erickson, <br />his State Engineer, who has since <br />resigned and is now out of the picture, <br />but he was representing Governor Simms <br />at the Wyoming meeting of Governors. <br />Three Governors, counting myself as <br />Governor-elect, favored the proposal <br />which I made to them. One Governor, <br />through his representative, did not, <br />and that was New Mexico; but the <br />Governors asked that there be a meeting <br />in which the matter could be referred <br />to the Upper Colorado River Commission <br />. and that was the meeting which was held <br />here in Denver. The proposal which the <br />Governors agreed upon in Wyoming was that <br />the profits from the storage reservoirs <br />would be divided amo~ the states and <br />would be used for participating projects <br />in the several states on the basis of the <br />formula which had been adopted in the <br />division of wa~e~: l~ of the water of <br />the Upper Basin going to Wyoming, 2~. to <br />Utah, 11.25~ to New Mexico and 51.75~ to <br />Colorado. <br /> <br />I <br />
