"I hope most earnestly that you have no
such desire and that Mr. Dutcher will
be spared the embarrassment, if it is
an embarrassment, of opposing the
proposal which he made to the Upper
Basin Board, when they met here, as a
solution to the problem before them.
I do not want to take up too much of
your time but the matter that was
before them was referred to them by the
Governors of Wyoming, Utah and
New Mexico and I was acting as Governor-
elect at the time we met at Wyoming.
Governor Simms from New Mexico was act-
ing through his proxy, Mr. Erickson,
his State Engineer, who has since
resigned and is now out of the picture,
but he was representing Governor Simms
at the Wyoming meeting of Governors.
Three Governors, counting myself as
Governor-elect, favored the proposal
which I made to them. One Governor,
through his representative, did not,
and that was New Mexico; but the
Governors asked that there be a meeting
in which the matter could be referred
to the Upper Colorado River Commission
. and that was the meeting which was held
here in Denver. The proposal which the
Governors agreed upon in Wyoming was that
the profits from the storage reservoirs
would be divided amo~ the states and
would be used for participating projects
in the several states on the basis of the
formula which had been adopted in the
division of wa~e~: l~ of the water of
the Upper Basin going to Wyoming, 2~. to
Utah, 11.25~ to New Mexico and 51.75~ to
Colorado.
