This office represents the Upper Yampa Water Conservancy District, owner and operator of the <br />Stagecoach Reservoir, and holder of various water ri~ts in the Yampa River and its tributaries. <br /> <br />, <br />At the January 25, 2001 meeting of the Colorado W~ter Conservation (Board), the Board declared <br />its intention to appropriate instream flow water ri~ts in the Yampa River between Stagecoach <br />Reservoir and Lake Catamount, as follows: . <br /> <br />Outlet Stagecoach Reservoir to Morrison Creek: 40 cfs (January I-December 31); and <br /> <br />Morrison Creek Inlet to Lake Catamount: ;72.5 cfs (April 15-August 14), and 47.5 cfs <br />(August 15-ApriI14). ! , <br />! <br />Representatives of the Upper Yampa District appeJred at the Board meeting and objected to this <br />proposed appropriation. The Board directed CWCB staff to work with the Upper Yampa District <br />to consider alternatives to the proposed appropriation. Several Board members suggested that a <br />contract arrangement between CWCB and the llpper Yampa District protecting Stagecoach <br />Reservoir releases above Lake Catamount from :diversion might be an alternative to a new <br />instream flow appropriation. i' , <br /> <br />Under the Stagecoach Reservoir Environmental ~ommitment Plan (ECP), the Upper Yampa <br />District is committed to maintaining the following ~inimum flows below Stagecoach Reservoir: <br />, <br />! <br />A minimum instantaneous release of 40' cfs or the inflow to Stagecoach Reservoir, <br />. whichever is less to the Yampa River from;the period December 1 to July 31. <br />
