In September 2001 the second
annual meeting of the Assembly will take place in Frisco. CWCB staff attended the first
meeting/conference at Keystone and has participated in the development of the agenda for the
second conference September 2001 in Frisco.

Brief Summary of the Colorado Watershed Assemblv
While Richard Fox serves as the President of the Colorado Watershed Assembly, there is not
really a single leader of or sponsor of the Assembly. The Steering Committee is made up of
approximately 20 representatives of watershed groups from various parts of Colorado. Some of
those groups are more experienced than others and some have more financial and technical
resources than others. The Steering Committee operates through group consensus, as does the
whole Assembly.

Perhaps the most important operating principle is: "The Colorado Watershed Assembly is an
'organization of organizations'''. The Assembly provides a voice for watershed groups
throughout Colorado. The concerns and interests of these groups are varied, depending on the
makeup of their watershed.

Below is a brief discussion of the two attached Assembly documents. They help explain the
objectives of the Assembly's second annual conference and the subjects to be discussed.

1. A one-page invitation to the 2nd annual conference in Frisco on September 7 and 8 from
Richard Fox, Assembly President; and
2. The agenda for the September 7 - 8, 2001 conference.

Flood Protection. Water Project Planning and Financing. Stream and lake Protection
Water Supply Protection.
