RE: Opposition to the Designation of the Rio Grande, State of Colorado

Dear Sir or Madame:

The Rio Grande Water Conservation District is the public agency in Colorado responsible
for "the conservation of the water of the Rio Grande and its tributaries for beneficial use."

The District has reviewed the American Heritage Rivers Initiative and understands that
some individuals and entities in other states may propose the Rio Grande for inclusion in this
program.

The District on its own behalf and on behalf of a significant number of the other local .
governments within its boundaries which are all within the Rio Grande drainage opposes any such
designation.

There is no "community" of any size or public representation within the Rio Grande
drainage in Colorado that supports including the Rio Grande in the American Heritage Rivers
Initiative.

Our community represents a model of cooperation on issues involiving this river however
we must, and will, resist any efforts to impose this ill designed program upon us.

The District requests on its behalf and on behalf of the many Colorado citizens and
governments which share this position that no consideration be given to designating the Rio
Grande, in Colorado, as an American Heritage River. Thank you.
