In general, the statements of both Interior <br />and State were encouraging, with State seeming a little more hard line and Interior <br />perhaps a little more conciliatory. <br />Mexican representatives were in general agreement. However, it appeared that <br />some of them were more interested in water for further economic development rather <br />than environmental restoration. <br />A good exchange of information followed however there were some difficulties <br />with translations. Unfortunately, given the devastating events of September 11th, the <br />Symposium lost much of its ability to maintain focus. Hopefully, the proceedings will <br />help fill in the gaps. <br /> <br />Recommendation <br /> <br />Based on information from the Symposiurri, staff believes that the actions of the <br />IBWC should be monitored, in particular "Group :4" which will be involved in much of <br />the research and the development of alternatives. The seven basin states also need to <br />continue to have discussions with State and Interior as necessary and to the extent <br />possible provide both agencies with consensus policy positions.
