This workgroup was organized in <br />early 1996, following concerns of the Recovery Program's Implementation Committee <br />about the relationship between the FWS flow recommendations for the 15-Mile Reach <br />and the development projects developed by the CWCB's ad hoc Colorado River <br />Development Projection Workgroup. . <br /> <br />In response, a large group of Colorado water users submitted comments to the <br />FWS on April 30, and the Environmental Defense Fund submitted comments on May 10, <br />1999. Together, these documents are voluminous (the PBO is approximately I" thick, <br />including its appendices and the comments are over 40 pages), but we would be happy to <br />provide complete copies at your request. <br /> <br />The purpose of this memo is to summarize the status of discussions between the <br />FWS and other Recovery Program participants concerning the completion of this <br />programmatic section 7 consultation by providing an overview of the questions presented <br />and the initial response by the FWS. When we have a revised draft of the PBO, I will <br />gladly arrange a detailed briefing for you. No action is recommended at this time. <br /> <br />Bill Owens <br />Governor <br /> <br />GregE.
