319

We feel that after the many and long dela;y-s in making such studies
and the promises made by some high in authority in the Reclamation
Service, the Western Slope is entitled to have such studies com-
pleted in the very near future, and that no further federally fi-
nanced transmountain diversions should be made without the com=-
pletion of such investigations.

This consent and approval is made because this Board is aware of
the great and urgent need of Pueblo, Colorado Springs and other
nearby cities in the Arkansas Valley for additional water, and our
desire to act the part of a good neighbor to these cities.

I

Respectfully submitted,

The Southwestern Water Conservation District

/s/ Dan B. Lewis Williams

Mr. Barnard: "I have a statement I would like to read to the Board
as follows:"

"On behalf of and speaking for the bI.iddle Park Water
Conservancy District, I support wholeheartedly the
statement made by J.lr. Delaney on behalf of the Colo-
rado River Water Conservation District.

The Middle Park District comprises Grand and Summit
Counties. The condition of our water users is dif-
ferent than that of other Western Slope consumers in
the particulars I shall explain, which fact impels
these remarks.

All of the waters involved in the discussion here
tOday, as it affects Denver's contentions, is de-
veloped in these two counties. All of the lands we
irrigate and all the lands we plan to irrigate by
means of units of the proposed Colorado River Storage
project, are located between the points from which
the water is diverted to the Eastern Slope and the
compensating reservoirs. Thus, the waters on which
our economy depends is being taken out of our area in
two directions, east through trans mountain diversions
and west to fill reservoirs to replace the water taken
east. We have the right, and we here and now assert

I
