The repayment ability of these projects, according to the re- <br />port, is about $59,000 per year, or $2,950,000 in 50 years, from which <br />to repay construction costs of $17,000,000 in addition to an alloca- <br />tion in Curecanti Reservoir and the cost of conveying the replacement <br />water for two of the projects. <br /> <br />With regard to municipal water supply for Montrose and Delta <br />it would appear that any allocation which could be supported would <br />have a negligible effect on power costs at Curecanti. <br /> <br />Relative to fish and Wildlife, Circular A-47 states: <br /> <br />"c. Allocation of costs to items (8) and (9) of paragraph <br />a above shall be governed by the following: <br /> <br />(1) Allocation of costs to fish and wildlife shall be <br />limited to the following: <br /> <br />(A) Costs incurred for the development of fish <br />and wi_ldlife to the extent that such costs <br />are to be borne by States, local governments, <br />or local interests. <br /> <br />(B) The increment of additional costs of a project <br />incurred for fish and wildlife development if <br />the fish and wildlife resources to be developed <br />are determined by the Secretary of the Interior <br />in accordance with present law to be of national <br />significance, and if either (a) the work is pro- <br />posed to be authorized as part of a national <br />fish and wildlife program and financed under ap- <br />propriations made for that purpose, or (b) the <br />letter transmitting the proposed report to the <br />. Congress contains proposed authorizing language <br />stating the maximum amount of such costs which <br />would be borne by the Federal Government." <br /> <br />With respect to recreation, the circular also states: <br /> <br />I <br /> <br />"Prop09als for recreational aspects of Federal water resources <br />development programs and projects will be reviewed in accord- <br />ance with the folloviing standards: <br /> <br />a. Recreation potentialities shall be given full con- <br />sideration in the preparation and evaluation of <br />proposed water resources programs and projects. <br />The financial costs of those aspects of surveys, <br />investigations, and planning required to provide , <br />a full and complete understanding of the recreation <br />potentialities of these programs and projects shall <br />be. treated as a nonreimbursable Federal expense. <br />
