<br />300 <br /> <br />Feasibility grade reports would be necessary for expansion <br />or inclusion of other purposes in Curecanti Reservoir so far as <br />the overall report on the Storage Project is concerned. With re- <br />spect to provision in Federal water resources programs and pro- <br />jects for future requirements, Circular No. A-47 states: <br /> <br />I <br /> <br />"Vlhere a significant saving will result from inclusion in <br />the original plan for a program or project of additional or en- <br />larged structures, facilities, or parts thereof which will <br />serve anticipated future non-Federal needs, as for example, <br />excess storage capacity in reservoirS for municipal or indus- <br />trial water supply, provision for such inclusion m~ be made <br />if: <br /> <br />a. The cost of including the facilities for antici- <br />pated future heeds, including the properly allo- <br />cable part of the joint costs of the program or <br />project, represent not more than 15 percent of <br />the total construction costs of the program or <br />project. <br /> <br />b. All financial costs of such additions will be re- <br />paid within 50 years after the date on which initial <br />use of such addition is begun', regardless of the <br />degree to which the full capacity provided is uti- <br />lized during the period. In arriving at the financial <br />costs of such additions, interest on the construction <br />costs during the period of deferral of any use m~ <br />be waived. <br /> <br />c. Reasonable assurance is given by local interests at <br />the time the project report is prepared that initial <br />use of the proposed addition to the program' or pro- <br />ject will begih within not more than 10 years, and <br />a repayment contract is signed by local interests <br />prior to the beginning of construction agreeing to <br />start repayment with such lO-year period." <br /> <br />For the purpose of exploring the possible promotion of feasi- <br />bility, some of the purposes for which the reservoir might be used <br />vlere considered. Estimates arrived at were necessarily very rough, <br />with the principal objective being an understanding of what might <br />be expected to result from more detailed studies, <br /> <br />I <br /> <br />According to available data, there is a difference in ele- <br />vation between Curecanti dam site and Crystal dam site of 585 feet. <br />A tunnel 12 miles in length between the two sites, vlith a capacity <br />,of 1700 c.f.s. was considered. With an allocation to power in <br />Curecanti reservoir of not more than $29,000,000, and an instal- <br />lation of 90,000 k.w. at the Crystal site, it was 'estimated that a <br />power cost of about 8 mills might result from such construction. <br />The cost estimate of $40,000,000 for the tunnel would, of course, <br />be subject to revision upon detailed study. Subsequently it was <br />found that the tunnel length Sh~lld have been about 15 miles long, <br />and the estimated cost thereof about $50,000,000. Correction for <br />this item would show an average power cost of about 9.5 mills. <br />
