Priorities 1,2 and 3b are not addressed directly, but the caps placed on priorities <br />3a and 4 suggest that they can be satisfied within 420,000 AF. If they are not, <br />MWD bears the loss. Conversely, ifthey are MWD gets the benefit. <br />· Conservation measures generate approximately 558,000 AF as indicated. Given <br />that Califomia's present use of Colorado River water is approximately 5.2 maf, <br />this suggests the plan get them to approximately 4.7 with the uncertainties that go <br />with priorities 1,2 and 3b and present perfected rights. <br />· It requires 1.212 maf\year to keep the MWD aqueduct full. However, MWD only <br />gets up to 851,000 AF under the proposed 4.4 quantification principles. <br />Therefore, MWD is relying on approximately 360,000 AF from priority 5a, off- <br />stream storage or dry year options of some kind to maintain a full aqueduct. <br />. The Quantification Principles are correctly characterized as resulting in a 4.7 to <br />4.8 mafplan. <br />. Imperial Irrigation District priority 3a diversions are capped 3.1 maf and they <br />would expect to get 2.61 mafwith the settlement fully implemented. Coachella <br />Valley Water District priority 3a diversions are capped 330,000 AF and they <br />would get 456,000 AF with the settlement fully implemented. Metropolitan <br />Water District Priority 4 diversions are capped at 550,000 AF and they would <br />expect up to 851,000 AF with the settlement fully implemented. <br /> <br />There, are a number of "conditions precedent" to fully implementing the quantification <br />settlement. The "conditions precedent" fall into the following broad categories. <br />. Environmental Review <br />· Revised surplus criteria to keep a full MWD aqueduct for 15 years. <br />. Adoption of "Decree Accounting" changes. <br />. Approval by the State Water Resources Control Board and Department. <br />. Waiver by Palo Verde Irrigation District of certain rights <br />. Ratification of the Quantification Settlement <br />. Settlement of the San Luis Rey Indian water right claims <br />. Further arrangements on the water budget <br />. Process for Yuma Island water use determination <br />. Determination about interim period of Colorado River Salinity Control Act. <br />. Approval by Interior ofIIDlSan Diego transfer. <br />. Sharing agreement on Salton Sea flooding cases <br /> <br />Districts Interim Surplus Criteria <br /> <br />Califomia Districts have proposed a three tiered set of interim surplus criteria. The <br />Districts criteria utilize storage elevation triggers in Lake Mead rather than the R 70 <br />runoff exceedance probability of inflows into Lake Powell currently used in the <br />development of the AOP. These criteria would allow up to 3.0 maf of additional storage <br />to be used before presumably moving to a "normal" declaration and cutting California to <br />4.4 maf. These District criteria create shortages for CAP and Nevada as well as <br />significantly impact power operations in future below average years. Furthermore, <br />California is not forced to really invest in the planned conservation measures during the <br />
