By letter dated August 7, 2002 (attached), the President of the Overland Ditch and Reservoir
Company (ODRC) has requested a deferment of one of their CWCB Construction Fund loan
payments. ODRC's $31,076 loan payment for Contract #C-153307 is due December I of each year.
The purpose for this request is to help offset the District's financial difficulty experienced from this
year's extreme drought. Mr. Peter Kasper, President of the ODRC will be available at the meeting to
explain the situation.

Baekground

Overland Reservoir is located on Cow Creek, a tributary to Muddy Creek that is tributary to
the North Fork of the Gunnison River in Delta County. The dam was originally constructed in 1905
in Grand Mesa National Forest, about 40 miles northeast of Hotchkiss. The dam was enlarged in
1951 to 6,200 acre-feet, but in 1957 it was restricted to 5,200 acre-feet due to an unstable section of
the dam. In 1986 it was rehabilitated with assistance from the CWCB Construction Fund loan
program. Additional work on the spillway in 1991 increased the capacity to 6,203 acre-feel.
