Action: In the first part of the discnssion, a motion was made by Janice Sheftel that
the rule in question be approved as outlined in item No. 30 in the January
1998 Minutes, with the addition that the Board consider the rule that was
adopted on the January 29th date be considered a temporary rule until the
rule is submitted, accepted and published by the Secretary of State. The
motion was seconded by Eric Kuhn and approved unanimonsly (7-0).
