March 10-11, 1998, Board Meeting- <br />Groundwater Appropriators of the South Platte <br /> <br />Approval of a COnstruction Fund Authorization in amount of $1.7M for <br />construction of the Se~ck Augmentation Reservoir. <br /> <br />BACKGROUND <br /> <br />This item received preliminary consideration at the November 24, 1997 CWCB meeting. General <br />consensus was that this was an important project, since it dealt with South Platte River Compact <br />issues. For this reason, the CWCB approved a grant in amount of. $5,000 to assist with <br />completion of the feasibility study. <br /> <br />In summary, Groundwater Appropriators of the South Platte (GASP) with offices in Fort <br />Morgan, submitted an application for funding from the Construction Fund to construct a new off- <br />stream reservoir, approximately 3 miles east of the Town of Sedgwick in Sedgwick County (see <br />attached map.) The total cost of the reservoir is $1.7 million, and GASP is requesting to borrow <br />that amount. The reservoir would have a capacity. of about 2200 acre-feet, and would be used to <br />help replace depletions to the South Platte River. The reservoir may also assist Colorado in <br />participating in the proposed Platte River Recovery Implemnetation Program. <br /> <br />Tuttle Applegate, Inc. has completed the feasibility study r and portions are attached.' To <br />date, Gasp has spent over $50,000 in site evaluation and completion of the feasibility study. With <br />the ex.ception of the $5,000 CWCB grant, these preliminary costs are being paid for entirely by <br />GASP. <br /> <br />DISCUSSION <br /> <br />'. <br /> <br />The project involves construction of an augmentation reservoir that would be used to help GASP <br />wells operate under the provisions of the South Platte River Compact The reservoir may also be <br />of value in implementing the proposed Platte River Recovery Implementation Program. <br />
