CONSERVATION BOARD

Insert Proposed Changes to ISF Statement of Basis and Purpose (Attachment A)

1.00 TITLE. Rules IInEl RegHllltiens Concerning the Colorado Instream Flow and Natural Lake Level
Program, as established in ~ 37-92-102 (3) C.R.S. (1990), shall be hereinafter
referred to as the ISF R-eglIllltian~ ~

2.00 PURPOSE OF RULES .\ND REGUL-\TIONS The purpose of these Rules IInEl Regulations is to set
forth the procedures to be followed by the Board when administering the ISF Program. By this reference the
Board incorporates the Basis and Purpose statement prepared and adopted at the time of rulemaking. A copy of
this document is on file at the Board office.

3.00 STATUTORY AUTHORITY. The General Assembly created the ISF Program in recognition of the
need to correlate the activities of mankind with some reasonable preservation of the natural environment. The
statutory authority for these Regldatioll~ Rules is found at ~ 37-60-108 CRS. (1990) and ~ 37-92-102 (3)
C.R. S. (1990).
