CWCB and AGO staff have solicited and received comments from members of the <br />Board and from other interested persons. Staff also held an informal meeting on July 8, 1999, to <br />answer questions and solicit comments from the water community as well as environmental and <br />state and federal organizations. <br /> <br />Staff changed some of the proposed Rules based on comments received both at the July 8 <br />meeting and by mail. The most significant change is to the timing of the procedure to contest a <br />proposed instream flow appropriation. Originally, the proposed changes set forth a two step <br />process, the second step dealt with contested proposed appropriations. As per public comment, <br />the two step process has been discarded. The instream flow appropriation procedure has been <br />changed to the following: All instream flows to be appropriated are noticed in the January agenda <br />and Water Court Resume. Any interested person who wishes to contest an appropriation must <br />give notice by March 31, similar to the Statement of Opposition process. All hearings on <br />contested instream flow appropriations would occur after the September Board meeting. This <br /> <br />Flood Control and Floodplain Management ,Larry Lang, Chief.
