Tables 2 and 3 also show that the winter recommendation of 2.1 cfs is available only 1 % <br />of the time in October and February and 10% of the time in March throughout the entire reach. <br />Based on the above water availability analysis and the requirement of the CWCB staff to balance <br />the needs of mankind with a reasonable preservation of the natural environment the <br />recommended summer and winter flows of 5.0 cfs and 2.1 cfs were reduced further. CWCB <br />staff recommends that the proposed flow recommendation be changed to 5.0 cfs (April 15 - June <br />30), 2.0 cfs (July I - August 31), 0.8 cfs (September 1 - March 14) and 1.3 cfs eMarch 15 - <br />April 14).
