<br />Tables 2 and 3 show that the summer recommendation of 5.7 cfs is available 50% of the time
<br />April through June, 5% of the time in July and 1 % of the time in March throughout the entire
<br />reach. Tables 2 and 3 also show that the winter recommendation of 1.8 cfs is available only 1%
<br />of the time in October and 20% of the time in March throughout the entire reach. Based on the
<br />above water availability analysis and the requirement of the CWCB staff to balance the needs of
<br />mankind with a reasonable preservation of the natural environment the recommended summer
<br />and winter flows of 5.7 cfs and 1.3 cfs were reduced further. CWCB staff recommends that the
<br />proposed flow recommendation be changed to 5.7 cfs (April 15 - June 30), 1.6 cfs (July I -
<br />August 31), 0.9 cfs (September I - October 14),0.5 cfs (October 15 - March 14) and 1.0 cfs
<br />eMarch 15 - April 14). Tables 4 and 5 below show how often the new flow recommendations
<br />are available at the upstream and downstream tenninus in orange shading.
