We have prepared what we think is an <br />essential first step for the Legislature to take <br />in order to actually adopt a comprehensive ground <br />water code. Our staff is not prepared to <br />recommend a comprehensive ground water code at <br />this time. However, we think that the recommend- <br />ations which we made to the Governor are currently <br />sound. But recommendations and implementation <br />are two different things. <br />
