<br />., <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />changes related to the Denver and Washington, D.C, offices, With the approval of Interior Secretary Gale <br />Norton, Keys announced the creation of a new third Deputy Commissioner, Policy, Administration and <br />Budget position, to be headed by Larry Todd, most recently Acting Director, Administration, He win <br />have responsibility over several existing programs, including Security, Safety and Law Enforcement <br />(SSLE), which he has headed; Program and Budget; Program and Policy Services; and Administration, <br />which includes the Chief Information Officer, Human Resources, Civil Rights and EEO, and the <br />Management Service Office (Finance, Acquisitions and Property), Todd has over 30 years of service in <br />various federal land management, reservoir design, construction, policy and analysis positions in <br />Colorado, Montana, Texas and Washington, D.C. <br /> <br />Bill Rinne, Deputy Commissioner, Operations, will continue to have responsibility for the Regional <br />Directors, International Affairs and Native American Affairs, as well as Technical Resources. <br /> <br />Maryanne Bach has been selected as the new Director, Technical Resources, with responsibility for the <br />Bureau's Research and Development (R&D) Program and the Technical Service Center (TSC), She has <br />served as R&D Director, Acting SSLE Director and Director of the Great Plains Region. Michael <br />Gabaldon has been named as the TSC Director, He has been serving as Acting Director, Technical <br />Resources, and has served as Director, Policy, Management and Technical Services, Deputy Director, <br />Operations, and has extensive field experience. Bach will also oversee two newly created senior level <br />positions, Michael Roluti is the new Power Liaison, working with the U,S. Army Corps of Engineers and <br />Tennessee Valley Authority (TV A). He recently served as TSC Director, and served as Manager of the <br />Power Resources Office. His hydropower expertise win help Reclamation develop closer working <br />partnerships with the Corps and TV A. The other new position, yet to be filled, is Dam Safety and Design, <br />Estimates and Construction (DSO/DEC) manager, <br /> <br />David McCarthy is Deputy Commissioner, External and Intergovernmental Mfairs, with responsibility <br />over congressional, legislative and public affairs (yVSW #1649). The offices for which <br />Todd will be responsible include Security, Safety and Law Enforcement (SSLE); Program and Budget; <br />Program and Policy Services; the Chief Information Officer, Human Resources, Civil Rights, and the <br />Management Services Office (Finance, Acquisitions and Property). <br /> <br />Mitch King has been designated as the Acting Regional Director for the U,S, Fish and Wildlife Service, in <br />Denver, <br /> <br />USDA Leadership Changes Impacting Colorado River Salinity Control Program: Tom Christensen, <br />who previously managed the USDA Salinity Control Program and the EQIP funding for the Program has <br />been elevated to a position directly reporting to the NRSC chief, As a result, Tom's duties in this regard <br />have been split. Harry Slawter will be the new Director of the Finical Assistance Programs Division and <br />win manage the EQIP funding and other cost-share programs, Harry has been an Acting Utah State <br />Conservationist and is familiar with the Program, Dave Webster who is also an old mend of the Salinity <br />Program will be serving under Harry in the EQIP program, Travis James will continue to salinity control <br />efforts between federal agencies and the States. Ed Burton, State Conservationist for Wyoming, has <br />moved to a similar position in California, Ed will be replaced by Adolfo Perez, who comes to Wyoming <br />after three years in Washington, D.C.
