<br />I <br /> <br />development needs and opportunities for economic <br />development of the resources by the year 2020 <br />based on population growth, industrial, agricul- <br />tural and other developments. For the most part <br />existing data from all sources is used in devel- <br />oping resource inventories and other data. First <br />review drafts of the report and some 19 appen- <br />dices are now being assembled and final drafts <br />will be substantially complete in fiscal year <br />1971. <br /> <br />Type IV surveys are USDA river basin studies <br />carried out in cooperation with a state agency, <br />generally for assistance in developing a state <br />water plan and in identifying potentially feasi- <br />ble small watershed projects. In Colorado your <br />Board is the designated state agency that we <br />work with. <br /> <br />To date in Colorado Type IV studies com- <br />pleted and reports published include the Gunni- <br />son River, the colorado River in Colorado, the <br />yampa River and the White River. <br /> <br />Type IV studies are under way for the San <br />Juan River in Colorado, Utah, and New Mexico, <br />and the Dolores River. A Type IV survey will be <br />initiated on the Rio Grande River in Colorado <br />in cooperation with the Colorado Water Conser- <br />vation Board early this summer or fall. <br /> <br />I <br /> <br />Another very important SCS program in Colo- <br />rado is the Great Plains conservation program <br />authorized by Public Law 1021. It is a program <br />that is limited to the arid parts of the ten <br />Great Plains states. It may include various <br />measures to control either wind or water erosion <br />and to improve the use of the land. In return <br />for the work that the farmer or rancher does, the <br />federal government may share the cost of land <br />use changes and practices that are in the public <br />interest because of the importance of the hazards <br />in the Great Plains areas. <br /> <br />The participant signs a contract with the <br />
