<br />I <br /> <br />Reclamation in that small watershed projects <br />are not federal projects per se but a local <br />project with federal assistance. The organiza- <br />tions that can qualify for assistance under this <br />act include soil and water conservation districts, <br />watershed, conservancy, drainage, irrigation or <br />other special purpose districts, water users' <br />association, and similar organizations not <br />operated for profit. In Colorado there are <br />five or six towns and county governments that <br />have been sponsors of the projects. <br /> <br />The local organization makes an application <br />for assistance to the Secretary of Agriculture. <br />This application is first submitted to the Gover- <br />nor or to an agency designated by the Governor or <br />established by law. In Colorado it is the State <br />Soil Conservation Board. As a matter of policy, <br />no application will be acted upon by the USDA <br />until it has the approval of the designated <br />state agency. The state agency recommends pri- <br />ority among watershed applications pending before <br />USDA. The act further requires that all plans <br />conform with applicable state laws on water rights. <br />USDA policy requires that all plans and designs <br />Qe approved by state agencies under applicable <br />state laws before federal funds are made avail- <br />able to local organizations for construction. <br /> <br />I <br /> <br />In Colorado 58 sponsoring groups have sub- <br />mitted applications for a P.L. 566 watershed <br />project; 28 have been authorized for planning; <br />9 of the projects in addition to one pilot <br />project have been planned and the construction <br />c~pleted; 3 are presently under construction <br />and those 3 are about 90% completed. Two <br />additional projects are authorized for construc- <br />tion. The Canon city watershed will be in the <br />bid advertisement process before July 1. The <br />Vine land project, approved several years ago, is <br />still pending construction because of lack of <br />needed land rights. <br /> <br />The Crooked Arroyo project in south central <br />Colorado is in Washington awaiting Congressional <br />approval, Other projects in the planning stage, <br />&Orne stage of p~qhning, include the Of Neil Draw, <br />
