<br />completed but there is roughly $25 to $30 million <br />expended by USDA each year in structural measures <br />in completing those large watersheds. <br /> <br />I <br /> <br />The SCS helps state and local governments <br />plan and execute the upstream jobs in coopera- <br />tion with the Forest Service and other federal. <br />state and local agencies. The Corps of Engineers. <br />the Bureau of Reclamation, Department of Interior. <br />work on the main jobs. SCS correlates its work <br />with that of the Corps, Bureau of Reclamation. <br />Fish and Wildlife Service, Bureau of Outdoor <br />Recreation. and other agencies dealing with <br />stream control and other water-resources man- <br />agement. <br /> <br />On the small watershed program which re- <br />lates to Public Law 566. here again the SCS ~as <br />USDA administrative leadership for federal <br />assistance to local organizations for planning <br />and carrying out small watershed projects under <br />the Watershed Protection and Flood Prevention <br />Act. This act provides for technical and <br />financial assistance by USDA to state and other <br />local organizations for land treatment. flood <br />prevention. irrigation. drainage. public recrea- <br />tional or fish and wildlife developments, and <br />municipal or industrial water supplies on water- <br />sheds up to 250,000 acres in size. Incidentally. <br />no impounding or detention structure under that <br />act can exceed a total of 25,000 acre-feet of <br />storage although you can have any combination <br />you may desire for purposes within that combin- <br />ation. No flood prevention dam in itself can <br />exceed 12.500 acre-feet of detention storage. <br />This is to eliminate the conflict of work under <br />this act with other federal authorizations. <br /> <br />I <br /> <br />By 1970 SCS had provided planning assistance <br />to 1,551 watersheds totaling 62 million acres. <br />Of these, 970 watershed projects had completed <br />their plans and obtained approval to proceed <br />with operations with the needed federal assist- <br />ance. Construction had started on 434 projects <br />and had been completed on 264. <br />
