P.E. <br />Director, (WeB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: Dan Merriman <br /> <br />DATE: January 20, 1998 <br /> <br />SUBJECT: Agenda Item 21c, January 28-29, 1998 Board Meeting <br />Update on the "Adopt an Instream Flow" Monitoring Partnership with Trout Unlimited <br /> <br />. <br /> <br />In April of 1997, Colorado Trout Unlimited (TV), The Colorado Water Conservation Board (Board) and <br />The Division of Wildlife (DOW) entered into an agreement to form an instream flow monitoring <br />partnership, The partnership was designed to aid the Board in the enforcement and protection of its water <br />rights by providing additional manpower to monitor stream flows, and thus help preserve the water <br />dependent natural environment in many streams throughout the state, <br /> <br />The first step in the development of the partnership was the implementation of a pilot project to focus <br />on five different stream segments in different parts of the state. At its November 26, 1996 meeting, the <br />Board discussed the proposed pilot project and TV's efforts to obtain a capacity building grant from Great <br />Outdoors Colorado (GOCO) to help initiate the partnership, The Board was unanimously in favor of such <br />a partnership and fully endorsed TV's efforts to obtain the funding from GOCO that would help launch <br />the project. Furthermore, the Board committed the necessary staff time required to implement the pilot <br />project. <br /> <br />TU has since received a Capacity Building Grant from Great Outdoors Colorado for $14,125, In <br />addition, TU received a grant from the Silver Trout Foundation for an additional $3,000 and committed <br />$1,545 of its own money toward the project. The CWCB and DOW committed $24,960 as an in-kind <br />match which involves staff time from the two agencies for technical assistance in the installation and <br />rating of the gages, production of training materials, and implementation of training sessions to teach <br />volunteers how to monitor the selected instream flow segments, <br /> <br />At this time, the partnership has purchased a streamflow meter and other materials necessary for the <br />. installation and rating of the five staff gages, CWCB staffhas installed all five gages and is considering <br />
