Whitten, the State Engineer. <br /> <br />(Applause) <br /> <br />Doctor Clark, who is the Director of <br />the Department of Natural Resources. <br /> <br />I <br /> <br />(Applause) <br /> <br />Thank you very much. <br /> <br />I almost forgot Ray Moses, the attorney <br />for the Board. <br /> <br />(Applause) <br /> <br />Since this is a special meeting of the <br />Board, I would like the discussion to be <br />limited to the Closed Basin Project and I <br />am pleased and I hope you will note that <br />the Board is almost at full strength. We <br />have been blessed by an enthusiastic Board <br />for many years and everyone, on reasonably <br />short notice, made the trip down here to <br />hear more about the plan which has been under <br />consideration by the Board and the Bureau <br />for a good deal of time and spearheading <br />this meeting has been Governor McNichols. <br />At our last meeting he asked that the Board <br />be present to discuss with you and the <br />Bureau of Reclamation people the Closed Basin <br />Project. At this time I would like to call <br />on the Honorable Steve L. R. McNichols, <br />Governor of the State of Colorado. <br /> <br />(Applause) <br /> <br />GOVERNOR MCNICHOLS: Thank you very much. Mr. Stapleton, <br />Members of the Board, distinguished Judge, I <br />various other state officials and ladies <br />and gentlemen of the valley. I am very <br />happy to have the occasion to be here. <br />I wish that the subject we had to discuss <br />was a little less delicate than it is but <br />I want to say this at the outset that in <br />the last four or five years I think this <br />state has made more progress in water matters <br />
