areas. They will be confined to the
area of recovery located substantially
along the line of the so-called "sump"
or the low point in the valley which area
will reach northward to approximately
to where the water crosses Highway 17.
In that area there is some small project
of recreational interest west of 17 which
I am not prepared to say anything about
at this time because I feel that is a
matter that should be considered by perhaps
the Fish and Wild Life Services.

We are talking more particularly about
salvage water from the Closed Basin. At
least that is what I am talking about.
I feel that if this project can be initiated
and that this report which the Bureau now
has before us, which is in the nature of
a preliminary report, if that report can
be accepted at its face value at this time,
that we and you are well justified in
extending this investigation to complete
a feasibility report on this project which
will be necessary before any action would
be taken by the Congress in providing
authorization or appropriation.

We have some time here but we must,
I feel, we must start this project in order
that we may tell our sister states of New
Mexico and Texas that we are working on
this thing and we must have a little more
than perhaps just conversation behind it.
We have come to the point where they are
feeling a little badly that Colorado has
not already done this.

So I feel that we can and should
recommend to the people, to you people,
I feel that I can recommend to you that
the feasibility report be completed. I
feel that I can recommend to you and I
am -- I grew up in the valley and I know
a good many of you and lam convinced
that what I have done in the past and what
I do in the future is not and will not be
detrimental to anybody in this valley.
