I

We have tried to work out a plan
which would produce additional water for
the users here in ths valley. If this
plan materializes that we are developing,
100,000 feet annually will make available
additional water because we could shortly
get out of debt with that type of additional
delivery and also then make additional
water available for users and that is our
only purpose to salvage the water that is
being wasted.

We have now reached the point in this
state's history where we can no longer have
water to waste. We can salvage water which
is now being wasted which will, in turn,
make additional water available for use
in the valley.

The State of N~~~~~i~, through its
water salvage, has ~i%.~~~~a its indebted-
ness to the State of Texas and we feel
certain, from our engineering studies, that
we can do the same here and we are willing
to work it out anyway that seems to be
suitable for the people in the valley.

I

In the final analysis, this project
will be of immediate assistance and lasting
benefit to the people in this area. So if
you have any particular question later, we
have here people who, some of them, have
spent almost a lifetime in this valley and
are acquainted with the aspects of it.
Some of our professional people, Mr. Bud
Sweet, who you have known for many years,
and Gene Whitten, our state engineer, are
intimately acquainted with the situation
down here and have a factual basis for
their decisions. That is all this Board
is interested in -- factual matters. And
fears and hysteria have nothing to do with
our day to day operation.

So they will go into a little more detaH
and give you a little more detail about
the plan. So I wills top at this point.

(Applause)
