The CWC SB-156 Subcommittee met at 4:30
p.m, Tuesday, March 12, 2002, and discussed the proposed amendment with Sen. Gordon' and Mr. Walcher.
Furthermore, the committee recommends to the full CWC State Affairs Committee that this amendment be approved, The
, vote was by a 13 to 1 margin. Parenthetically, there were several conditional yeas to this motion. This proposed
amendment will be discussed at the March 25, full State Affairs Committee meeting, It should be noied that S8"156 is
scheduled for a hearing before the Senate Appropriations Comm.ittee on Friday, March 15 and that It now appears that the
fiscal note will be labeled as an "indeterminate amount". As one member of the subcommittee noted that in 1973, the
original In-stream flow bill ,by Fred E, Anderson beat the jlroposed effort to initiate an initiative to the consittution to deal
with this sul)ject. likewise, this propqsednew 156 defuses any Initiative effort. Members should keep in mind that there
was a significant number of editorial writers in 'newspapers in Colorado that were f,avorlng the orignal S8-156,

1
