<br />Seven Colorado River Basin States Meeting: The Seven Colorado River Basin States met at DIA on <br />June 18, The primary focus of the meeting was on the Mexican Delta and the letter subsequently sent \0 <br />Secretary of Interior Norton. A copy of the letter to Secretary Norton for the seven basin states is a <br />attached. ., <br /> <br />Coordinated Reservoir Operations: No Coordinated Reservoir Operations were accomplished this <br />runoff season due to the declining runoff forecast. The peak flow at Cameo only reached 9,180 cfs, and <br />the peak flow at Palisade was only 8,180 cfs, Both flows were significantly below the 12,900 cfs low <br />flow target for the IS-mile reach. It is anticipated that flows in the IS-mile reach will also be below the <br />minimum flow recommendation of 810 cfs a significartt portion of the time this summer unless Mother <br />Nature decides to help out. <br /> <br />Western Slope Irrigated Acreage Project: The project is now underway! The contract is finalized, <br />and the contractor, SSI, has begun working on the project. Check maps should be going out for the <br />Water Commissioners to label crop types, sometime in August. <br /> <br />Colorado River Annual Operating Plan: This is the first year of operatio!). under the Interim Surplus <br />Operating Criteria. On June 27, a meeting in Las Vegas, Nevada was held to review the first draft ofthe <br />AOP under the interim criteria. Participants offered amumber of comments on the first draft that <br />Reclamation took under advisement. The next draft of the AOP meeting is scheduled for August 28th in <br />Las Vegas, The next draft of the AOP should be available for review around August 6th and will be <br />posted to the USBR-Upper Colorado Region Web site. <br /> <br />Glen Canyon Dam Adaptive Management: Staff in accordance with the Board's resolution concerning <br />the Glen Canyon Dam Adaptive Management Pr<>gram has been working through an ad hoc group of the <br />Adaptive Management Workgroup to make sure the Board's positions are incorporated into the strategic <br />plan revisions currently ongoing, The Adaptive Management Workgroup anticipates adopting the new a <br />strategic plan on September 24-25,2001. Unfortunately, the Board's September meeting is on those ., <br />same days, so staff will do its best to assure that it's ci>mments are incorporated will in advance of the <br />September meeting or delay adoption to a future date'when Colorado can participate.. <br /> <br />Highline Lake Status: The MOU between Colotado,Parks, and the Upper Colorado River Recovery <br />Program has finally been completed and should he in the process of being circulated for signatures, The <br />Management Committee concurred that Colorado shOuld receive a one time payment of $480,000 for <br />the use of space in Highline Lake less the cost of a $180,000 water quality study for the reservoir. <br />Colorado will deduct the $300,000 from future cost s~are payments to the program. <br /> <br />Fish Recovery Cost-Sharing Contract: The states bfColorado, New Mexico, Utah and Wyoming <br />have been negotiating contracts with the National Fish and Wildlife Foundation wherein the Foundation <br />would receive and distribute the cost-share funds from the states to the Upper Colorado and San Juan <br />Recovery Programs pursuant to the recently enacted long-term funding legislation for the programs <br />under Senate Bill 1544 and House Bill 2348. COlorado is currently very close to having a final contract <br />in place with the Foundation that would transfer $1,369,200 from the Species Conservation Trust Fund <br />to the Foundation for Recovery Program activities in Fiscal Year 2001-2002. The Board and Wildlife <br />will need to report to the legislature next year on ho~ these funds where used by the two Recovery <br />Programs. <br /> <br />Citizen Groups Petition Army Corps of Engineers to Reconsider Snowmass Water and Sanitation <br />District 404 Permit: CWCB and DNR staff met with representatives of the Snowmass/Capitol Creek <br />Caucus and Aspen Wilderness Workshop on June 1. These local citizen groups have petitioned the <br />Army Corps of Engineers to reopen the Snowmass Water and Sanitation District's 20-year 404 Permit ..., <br />on Snowmass Creek. They are asking that the Corpa re-examine the facts and data generated over the ., <br />years to insure that the conditions of the permit adequately protect the stream. They believe that the <br />CWCB's instream flow water right on Snowmass C~eek provides adequate protection for the stream, <br /> <br /> <br />8 <br />
