BASIS FOR INSTREAM FLOW RECOMMENDATION

· The BLM documented that a natural environment is present in the form of a rainbow trout fishery.
· Based on the BLM's biological recommendation, flows of2.5 cfs, summer, and 1.4 cfs,winter, are
e necessary to preserve the natural environment to a reasonable degree. However, the summer and winter
instream flow recommendations were reduced to 1.1 cfs (7/15 - 10/14) and 0.65 cfs (10/15-3131) based
on the water availability analysis. The BLM believes the lower flow recommendation wil.l still pres~e
the natural environment.
· CWCB staffhas conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.
· CWCB staff has determined that adequate water supplies exist such that the natural environment may be .
preserved without limiting or foreclosing the exercise of valid existing water rights.
