These planning studies and projects have been funded through a variety of funding sources and have
involved partnerships with a variety of entities, While there is not yet a unified and comprehensive Colorado
Watershed Restoration Program, much progress has been made in developing template planning study outlines
and in maintaining some degree of conceptual and technical consistency for studies. CWCB has acquired some
experience in overseeing implementation projects in addition to managing planning studies, however there is
work to be done in defining standard practices for restoration implementation projects that could be funded by
the CWCR

Previous Construction Fund legislation, beginning in 1996, directed the CWCB to participate in a variety of
watershed restoration and multi-objective stream activities, The previous legislation tasked the CWCB with
addressing issues such as flood control, stream stability, channel migration, erosion & sedimentation, vegetative
management, improved irrigation supply, reservoir operations, and other related issues,

More recently, legislation regarding the watershed protection fund involved the CWCB with additional
activities, In 2002, the General Assembly created a watershed protection fund to be financed with money from
an annual tax check-off. The legislative language states that protection of the natural heritage and quality of life
are essential to sustainable economic development in Colorado, The general assembly declared that locally
based watershed groups have emerged around the state over the past decade that are committed to collaborative
approaches to the restoration and protection of lands and natural resources within Colorado's watersheds in

.

Colorado Water Consetvation Board
Flood Protection.
