The seven Colo~ado Rive~ Basin States met on Decembe~ 14,
1984. to discuss p~oposed amendments to the bill. The
following majo~ issues came up:

1. Definition of what the "Ta~get Maximum Flood Release of
40,000 cfs" should ~ep~esent.

2. Conce~n on the part of the Bu~eau of Reclamation that
the ~elease of peaking powe~ flows f~om Hoover Dam not
be adve~sely.affected.

3. Conce~n that the establishment and ope~ation of a
floodway not affect the "Law of the Rive~."

4. Whether o~ not the Sec~eta~y of the Inte~io~ should be
authorized to purchase land and/or p~ope~ty within the
floodway.

5. Need fo~ more p~ecise definition of the membe~ship,
st~uctu~e. and ~esponsibilities assigned to the
Colo~ado Rive~ Floodway Task Fo~ce established unde~
the act.

No ~esolution was ~eached on these issues by the seven
Basin States. The states met in ea~ly Janua~y, 1985, to
fu~the~ discuss the p~oposed legislation. The ~esults of these
discussions we~e ~epo~ted to the Boa~d at the meeting.

Aqenda Item 14 - Colo~ado Rive~ Enhanced Snowpack Test (CREST)
- Appendix I

In his ~epo~t on this item. M~. McDonald ~ecalled the Boa~d
discussion of the p~oposed CREST p~og~am in seve~al p~evious
meetings. He stated that the p~oposal made by the Bu~eau of
Reclamation seve~al months ago called fo~ the costs of the
p~og~am to be p~o~ated among the alleged beneficia~ies of the
p~og~am.

M~. McDonald mentioned that the Gove~no~ sha~es the Boa~d's
conce~n about CREST and has w~itten to Commissioner of
Reclamation Olson to exp~ess his dissatisfaction with the
p~oposed p~og~am. Mr. Olson ~esponded and invited the
Gove~no~'s thoughts on how to add~ess the un~esolved issues
which a~e of conce~n to Colo~ado.

M~. Getches called the Board's attention to his lette~ of
Septembe~ 5, 1984, to M~. Cliffo~d Ba~~ett. Regional Di~ecto~,
Bureau of Reclamation. Uppe~ Colo~ado Region, in which M~.
Getches spelled out the conditions unde~ which the State of
Colo~ado would endo~se the CREST p~oposal. These include:
