By formal motion, the Board indicated its
support for the study as then outlined, with the understanding
that no state funds would be available for cost-sharing in the
study.

Initiation of the study is contingent upon obtaining
authorization and funding from the Congress. The investigation
would require 3 1/2 years for completion and, based on
preliminary estimates, would cost $771,000. It is proposed that
about 50 percent of the investigation cost ($386,000) be funded
by a private contractor, the Cory Company, Inc.

It has only recently come to my attention that the Bureau
has prepared a draft plan of study dated May, 1984, and entered
into a contract with the Cory Company in August, 1984 (copy
attached). The purpose of this agenda item is to review the
study proposal as it now stands.

Discussion

The stated purpose of the study is to determine the
viability of using glacial alluvia in the high mountain valleys
of Colorado as groundwater "storage reservoirs." These terminal
glacial moraines may offer the opportunity to utilize a

.

APPENDIX C

216
ai/8
