Lower Gunnison Unit <br /> <br />Mr. McDonald discussed the fOllowing two issues: <br /> <br />1. Environmental Impacts: Mr. McDonald stated that <br />he had requested that the Bureau and USFWS <br />complete the fish and wildlife mitigation plan and <br />seek alternatives to the acquisition of private <br />lands in the project area in the Lower Gunnison <br />Unit area. <br /> <br />2. Winter Water Replacement Program: Mr. McDonald <br />stated that the Lower Gunnison replacement program <br />consists of eliminating winter water flows in the <br />project canals and laterals and replacing the flows <br />with delivery through a'pipeline system to the <br />individual water users. Winter water is used <br />generally for stock watering. There has been some <br />concern among the water users that Reclamation will <br />deliver water only to the property line rather than <br />the place of use. The water users association will <br />vote in February on the replacement issue. and <br />unless this issue is resolved it is expected that . <br />the vote will be against replacement. <br /> <br />Mr. McDonald added that he has discussed the matter <br />with Reclamation and will also meet with the water <br />users to resolve this problem. <br /> <br />Aqenda Item 16 - Endanqered Species Issues - Appendix J <br /> <br />This item was discussed by Mr. McDonald and other staff <br />members under three subjects: <br /> <br />a. Colorado River Fishes <br /> <br />This report summarized the status of the coordinating <br />committee effort concerning the Colorado River <br />endangered fish species. <br /> <br />b. Whooping Crane <br /> <br />The Bureau of Reclamation and the Fish and Wildlife <br />Service's proposed plan of action for the Platte River <br />was discussed at the Board's September meeting.
