should apply only to the monies expended for the on-farm
portion of the program.

c. Lower Gunnison Unit

Mr. McDonald discussed the fOllowing two issues:

1. Environmental Impacts: Mr. McDonald stated that
he had requested that the Bureau and USFWS
complete the fish and wildlife mitigation plan and
seek alternatives to the acquisition of private
lands in the project area in the Lower Gunnison
Unit area.

2. Winter Water Replacement Program: Mr. McDonald
stated that the Lower Gunnison replacement program
consists of eliminating winter water flows in the
project canals and laterals and replacing the flows
with delivery through a'pipeline system to the
individual water users. Winter water is used
generally for stock watering. There has been some
concern among the water users that Reclamation will
deliver water only to the property line rather than
the place of use. The water users association will
vote in February on the replacement issue. and
unless this issue is resolved it is expected that .
the vote will be against replacement.

Mr. McDonald added that he has discussed the matter
with Reclamation and will also meet with the water
users to resolve this problem.

This item was discussed by Mr. McDonald and other staff
members under three subjects:

a. Colorado River Fishes

This report summarized the status of the coordinating
committee effort concerning the Colorado River
endangered fish species.

b. Whooping Crane

The Bureau of Reclamation and the Fish and Wildlife
Service's proposed plan of action for the Platte River
was discussed at the Board's September meeting. Jeris
Danielson and Mr. McDonald subsequently attended a
September 28 meeting of the two federal agencies and
