Law, Executive Director <br /> <br />RE: <br /> <br />Director's Report <br /> <br />Water Pollution Control Revolvin2: Fund <br /> <br />In October $23,435,000 of Clean Water Revenue Bonds were sold competitively to finance <br />projects for Parker WSD ($14.1 million), Plum Creek Wastewater Authority ($3.4 million) and <br />the Denver Southeast Suburban WSD ($7.0 million). The loan rates ranged from 3.2% to 3.6%. <br />These loan rates are the lowest leveraged rates for the history (1989 to 2002) of the program. <br /> <br />Also in October the Water Quality Control Commission approved the 2003 Water Pollution <br />Control Revolving Fund (WPCRF) Intended Use Plan (IUP). The IUP adds 80 projects to and <br />deletes 75 projects from the WPCRF Project Eligibility List. With these changes there are 251 <br />projects on the WPCRF Project Eligibility List representing over $707 million in projects. <br /> <br />The 2003 loan demand has diminished somewhat since my last report. The cities of Englewood <br />and Littleton are not expected to request funds for their treatment plant addition ($100+ million) <br />until 2004. Demand in 2003 should be around $40 to $50 million. Loan capacity is estimated at <br />$80 million. <br /> <br />Drinkin2: Water Revolvin2: Fund <br /> <br />On November 20, the Board of Health adopted the 2003 Drinking Water Revolving Fund <br />(DWRF) IUP. This IUP adds 91 projects to and deletes 82 projects from the 2003 DWRF <br />Project Eligibility List. The list now includes 259 projects representing over $573 million in <br />projects. This IUP also addresses the transfer of$8 million from the DWRF to the WPCRF. The <br />transfer requires the Governor's approval as well as authorization from Congress. <br /> <br />We have received an application from the Fountain Valley Water Authority for a $3.2 million <br />dollar loan to upgrade its water treatment plant. . The Board will review this application at its <br />December 6 meeting. <br /> <br />Loan capacity in 2003 is estimated at $40 million after the transfer. We expect $15 million in <br />loans for 2003. <br />
