<br />286 <br /> <br />. , <br /> <br />, <br /> <br />. <br /> <br />2000) or partially completed mapping projects funded by other agencies such as FEMA. <br />The other columns in the table provide information about the location, the county, <br />possible partneringlcost-sharing, the reasons why the study is needed, and pertinent <br />comments. <br /> <br />Since the time this table was begun, some things have either changed or evolved. Several <br />mapping projects involving FEMA have progressed (e.g. the Digital Flood Insurance <br />Rate Maps, called DFIRMs, for Jefferson County and municipalities), The ranking has <br />not been adjusted yet, but once those projects have been completed, adjustments will be <br />made. In any event, the five projects included in this memo represent the best <br />combination of need, local interest and commitment, and likelihood of timely completion <br />from all of the projects listed on last July's list. The Need Ranking for each of the five <br />projects is listed below: <br /> <br />I) <br />2) <br />3) <br />4) <br />5) <br /> <br />Gypsum/Eagle County <br />Gunnison County <br />Basalt <br />Weld County (St. Vrain Crook) <br />Delta County , <br /> <br />Rank I &2 <br />Rank 4 <br />RankS <br />Rank 6 <br />Rank 12 <br /> <br />. <br /> <br />The obvious question is, "What about Rank 3 and Ranks 7 - II?" The project ranked # 3 <br />is Black Squirrel Creek in EI Paso County. The eWCB is currently working with several <br />potential partners to put that project together, but the package is still not in place. The <br />projects ranked # 7 through # 10 all relate to Fountain Creek. The CWCB is contracting <br />with the Corps of Engineers to perform a revised hydrologic analysis on Fountain Creek <br />and no floodplain mapping will be initiated until that analysis has been completed and <br />adopted by the CWCB and the affected local govemments. The project ranked # 11, <br />Otis, is beiug funded through Severance Tax funding. It is fair to say, therefore, that the <br />five projects proposed in this particular package are the top 5 projects that both need to be <br />conducted and can be conducted right now, <br /> <br />Recommendation <br />Staff recommends that the Board request the General Assembly to authorize $250,000 <br />from the Construction Fund to be appropriated to the Department of Natural Resources <br />for floodplain mapping. Gurmison County, Delta County, the Town of Basalt, Eagle <br />County/the Town of Gypsum, and Weld County are the five priority communities <br />recommended by staff in the FY 01-02 floodplain mapping program. <br /> <br />BOARDMEM\jan 2001\)5.8 <br /> <br />. <br />
