The Board members and the general public were asked to forward their comments to staff <br />by December 31, 2002. No connnents were received. Attached is the final grant program guidance document <br />that Staff requests the Board adopt at this meeting. <br /> <br />Background <br /> <br />The purpose of the Colorado Watershed Protection Fund is to, "assist in the restoration and the protection of <br />lands and natural resources within watersheds of the state", by providing grants "for local watershed efforts". <br /> <br />The CWCB and the Colorado Department of Public Health and Environment (CDPHE), in cooperation with the <br />Colorado Watershed Assembly will administer the program. However, the CWCB will administer the funds. <br /> <br />In October information describing the program was prepared for the Department of Revenue to meet their <br />printing deadlines for the 2002 state tax forms. Simultaneously, two CWCB representatives (Carolyn McIntosh <br />and Rod Kuharich), two representatives ofCDPHE, CWCB staff, CDPHE staff, and representatives of the <br />Colorado Watershed Assembly began preparing a Grant Program Guidance document that is attached. <br /> <br />Following the Board's adoption of the Grant Program Guidance, representatives from the agencies involved <br />will prepare an application form that will be available March 1, 2003. Applications for funding will be due <br />April 30, 2003. Funds will be available July 1,2003 and, based on the level of funding available, applications <br />will be approved July 31, 2003. Grants will be awarded September 30,2003. <br /> <br />e <br />
