May 11-12, 1998, Board Meeting-- <br />Western Mutual Ditch Company <br /> <br />Approval of a Small Project Construction Fund Loan in amount of $100,000 <br />to rehabilitate the check dam and to construct bank protection, and approval <br />of a $5000 grant from the Severance Tax Operational Account to complete the <br />Feasibility Study. <br /> <br />BACKGROUND <br /> <br />The Western Mutual Ditch Company (located in Weld County) has applied for a Small Project <br />Loan to undertake rehabilitation of their check dam which is just south of their diversion and <br />headgate structure, on the South Platte River. They also plan to provide riverbank protection <br />upstream of their diversion to keep the river from cutting a new channel around the diversion <br />structure. They have requested a loan of $100,000, approximately 45 % of the estimated <br />$217,200 cost of the preferred alternative. <br /> <br />The diversion and check dam are located about 2 miles northwest of Platteville (see attached <br />map). The check dam was damaged by flooding in 1995, and again in 1997. Floodwater has <br />eroded a portion of the check and undermined what remains, leaving it unstable and susceptible <br />to total failure during the next high water. If the check washes out completely, the river will cut a <br />new channel around the south side of the diversion, and the Company will not be able to divert <br />water. <br /> <br />Mark McLean P.E., of Rocky Mountain Consultants, has completed recounaissance level <br />engineering design work, has reviewed the feasibility of several design alternatives, and has <br />developed a cost estimate for the project. Mark McLean is currently completing the Feasibility <br />Study in accordance with CWCB guidelines. <br />
