<br />government has. I told the committee that I anticipated that this <br />board would be requesting additional funds from the general fund in the <br />forthcoming session. We have a myriad of our cities and towns.that are <br />having serious water problems, both because of the drought and because <br />of population expansion. If this state is to move at all, the state <br />government must take a more active part in water resource development. <br /> <br />I <br /> <br />The state of Wyoming, at the last session ,of the legislature, created a <br />$100,000,000 water construction fund. If.a little state like Wyoming, <br />with less than half a million people, can create a hundred million <br />dollar construction fund, the state of Colorado should be able to do <br />better' than the small amounts of money that we have been putting into <br />state construction. <br /> <br />MR. FETCHER: Well, Larry, how do you v.iew the Carter policy as far as <br />the Small Projects Loan Act? Do you think it is going to affect it? <br /> <br />MR. SPARKS: <br />to that act. <br />But, so far, <br /> <br />So far, Mr. Carter has not had time to devote his attention <br />I anticipate a problem when he probably gets, around to it. <br />he hasn't gotten around to it. <br /> <br />MR. NELSON: He has mentioned ,it. <br /> <br />MR. SPARKS: He is not overlooking it. But so, far, he has bigger fish <br />to fry. <br /> <br />MR. STAPLETON: We will recess this meeting now and consider any other <br />business later. Mr. Fetcher will report on the streamflow, and Mr. <br />Jackson will have a resolution for us, and we should be able to get at- <br />it promptly after 1:15. <br /> <br />(Luncheon recess.) <br /> <br />MR. STAPLETON: Let's call the meeting back to order, please. <br /> <br />I think the next order of business is Mr. Jackson's resolution. Mary, <br />if you will pass out copies of that, please. <br /> <br />I <br /> <br />MR. JACKSON: Mr. Chairman, I would like to discuss this just a moment <br />before we do anything with it. I tried to modify it to incorporate <br />some of the suggestions. John, in particular, thought maybe we would <br />add paragraphs 5.and 6 to address the other issues. I tried to incor- <br />porate the idea that many of the options were desirable. I think if we <br />like said, "Half of them, or so, expressed were the ideas and some of <br />their sugg~stions were ones where we had already implemented; such as, <br />minimum streamflow." Paragraph 1 acknowledges that many of the options <br />are, in fact, desirable and that we have exercised these options. <br /> <br />-31- <br />
