SPARKS: Yes; I think that 'all 50 states will submit some comment. <br />Although we are more concerned with the reclamation program here in the <br />West, the rest of the states, generally"those states east of the <br />Mississippi, have been receiving "tremendous funding through the United <br />States Army Corps .of Engineers for rivers and harbors and flood control, <br />and what have you. They are all:affected to about the same degree that <br />we are. I think we will find a common interest ~hroughout_the United <br />States in this proposed new water policy. <br /> <br />MR. FETCHER: I have sort of a specific question. It is kind of my <br />understanding, Larry, that you had planned to form committees or work <br />groups locally on these four areas that they are discussing. Having <br />just received this this morning, could you outline to us what the four <br />basic areas are of concern other than the fifth one, which you mentioned <br />that had not yet been published? <br /> <br />I didnlt understand whether they were listed, in the headings under A, <br />B, C, D, or what. You see on page 36788, for instance, "Issues, Goals <br />and Objectives," and then on-the next page, Section B, "Planning and <br />Evaluation Procedures," are these the areas, or are they defined <br />differently? <br /> <br />MR. SPARKS: In,this public?tion, they define four issue areas. For <br />instance, Area Number 1 is the revision of water resources planning and <br />evaluation criteria and procedures. _ <br /> <br />MR. FETCHER: I see. <br /> <br />- <br />MR. SPARKS: .To a major extent,- this goes t9 the principles and planning <br />for water that were adopted during the Nixon administration under a <br />specific congressional authorization. <br /> <br />. .- <br />The Water Resources Council, some years ago, had .the responsibility. for <br />issuing new priniciples and standards for water resource planning. <br />There was a task force which reviewed the existing situation for a <br />period of several years. That task force consisted of both federal <br />people and people selected from the various states. Their effort, a. <br />several year effort, resulted in the new principles and standards that <br />were eventually published in the Federal Register and now govern all <br />federal water resource planning. So this Issue Area Number I really <br />goes to further revision, apparently, of the principles and standards <br />which were actually placed into effect only a few years ago. - <br /> <br />The second issue area is "Cost Sharing." And then :the issue area <br />number 3 is "Policy Considerations and Alternatives Relative to <br />Institutions and Institutional Arrangements~" whatever that means. <br />Issue Area Number 4 is '~ater Conservation. ' . <br /> <br />You will find that many of these are interrelated. In some cases, the <br />options, to an extent, duplicate each other. This is unavoidab~e, <br />because they are interrelated.
