We feel that the maintenance of <br />some type of permanent pool in John Martin <br />will help fill this need. <br /> <br />Point No.4, 'Recreation interests should <br />be willing to share the disaster of drought <br />years along with all other water users.'. We <br />agree with this. We will. We have been. We <br />have had no call, no control, over any other <br />water user in saying this water has got to <br />stay for fisheries or recreational uses. This <br />is done in the mountains, of course, where the <br />demand and the interest is not quite so sharp <br />as it is here in the Arkansas Valley, but only <br />on those lakes or reservoirs that we have con- <br />structed and have either under fee ownership <br />or under special use permit from the Forest <br />Service. <br /> <br />I <br /> <br />Point No.5, 'The permanent pool would <br />inevitably increase the rate of siltation in <br />the reservoir, thereby accelerating the obso- <br />lescence of the present conservation pool.'. <br />A point that Mr. Milenski brought out. This <br />is true to a certain extent. It would diminish <br />somewhat the value of a fisheries pool. How- <br />ever, we are concerned not only with fisheries <br />in a permanent pool in John Martin but also <br />with water-fowl production and other recrea- <br />tional activities as well, such as boating. <br />I'm not going to elaborate on the matter of <br />the siltation problem, Mr. Milenski, although <br />I do have some personal experience regarding <br />that. For instance, Two Buttes Reservoir, and <br />I would be glad to talk with you about that. <br /> <br />Point No.6, 'No proper operating princi- <br />ples for the permanent pool have been devel- <br />oped: until they are developed, no intelligent <br />judgment can be made as to possible harm to <br />other water users.'. I think this point has <br />been discussed quite adequately. We feel that <br />there are adequate legal controls for the proper <br />operating procedures and we are certainly <br />willing to abide by whatever this Board sets <br /> <br />I <br />
