South Dakota that got quintuplets. We've got
an increased demand that has come over the
years. Everybody wants water. You have the
pumps, you have the stock ponds, and you have
other illegal diversions and if they put this
pool in, then I think the Water Board has got
to go right down to the wire, they should take
the responsibility to see that this thing is
administered properly - that it is measured in
and out properly. I think they'll have to go
all the way, if they go and take the first
step.

Mr. Chairman and gentlemen, I'm Bob
Elliott, Assistant Director for the Game, Fish
and Parks Department. I'd like to state the
Department's and the Commission's stand in
regard to the permanent pool. I think that
this will be best done by taking the points
that were set forth in the letter written by
the Arkansas Valley Ditch Association whereby
they itemize their opposition to the permanent
pool. I am not going t~ dwell on ~everal of
these points, gentlemen, because I think there
are other speakers here who want to voice
their viewpoints and present their facts.

First of all, point No.1, brought out in
opposition, says that 'The pressure for a perma-
